It's an E/Me or a Me/E that uses the skill Arcane Echo or Echo {elite} to cast a duplicated AOE dmg spell (usally Meteor Shower) in quick sucession.

In a more general sense, it refers to any char that uses a duplicating skill (Echo, Glyph of Sacrifice, Glyph of Renewal) to cast multiple copies of an AOE dmg spell.

Another popular echo variation you will hear is "echo SS", which is for Spiteful Spirit a powerful necro AOE spell.
